Harold is an enrolled member of the Rosebud Sioux Tribe. Currently, Harold is the Deputy Director of Policy and Research for the Rosebud Sioux Tribal Land Enterprise. He previously was the Deputy Superintendent of the Bureau of Indian Affairs for the Pine Ridge Reservation.
